The struggle of the naked people of Venezuela against a state dressed in violence and adorned with weapons is a asymmetrical fight that concerns us all. Probably since Mahatma Gandhi attempted the independence of India with his NON-VIOLENT movement, there has not been a greater and more stripped cry for the freedom of a people in full view of the whole world. Granted, the British Empire of the beginning of the 20th century is not the same as the outlaw and criminal state, which distributes drugs to Asia, Europe and North America, in addition to supporting global terrorism.
This is a proclamation raised by all sectors of the life of the Venezuelan Nation calling for Unity… it is a cry from the bosom of a Latin American people saying: “we do not have nor do we want weapons to win this battle, our weapon is the Truth, our strength is our determination, our victory is inevitable… because we will go TO THE END!”

Proclamation of Union to the Venezuelan Nation
We find ourselves at a crucial moment in our history. On July 28, we voted with determination, courage, and civility. These were neither free nor fair elections. We had to overcome countless obstacles and unjustifiable, absurd repression. But nothing stopped us. That day, the citizens' vote, as a free expression of our conscience, categorically granted victory to Edmundo González Urrutia.
The one who lost the election has decided to use all state power to ignore these results and hinder our return to democracy. Therefore, we raise our voices in defense of popular sovereignty and the Constitution. In this regard, we, citizens and representatives of various political and ideological currents, as well as different sectors of civil society fighting for democracy in our country, invoke the superior unity of the nation around the following principles:
First, faithful and unrestricted respect for popular sovereignty expressed on July 28. The Constitution of the Bolivarian Republic of Venezuela, in its Article 5, states: "Sovereignty is inalienably vested in the people, who exercise it directly in the manner provided for in this Constitution and in the law, and indirectly, through suffrage, by the organs that exercise Public Power. The organs of the State emanate from popular sovereignty and are subject to it."
Our fundamental charter obliges all public powers of the Venezuelan state to recognize the will expressed at the polls. This mandate applies with greater rigor to the National Electoral Council, the National Armed Forces, and the Supreme Court of Justice.
The first, as the governing body of the Electoral Power, has constitutional duties that are inalienable and non-negotiable, which it has openly violated by letting all legal deadlines expire and failing to present the true results of the election. The electoral witnesses of the democratic forces overcame this hurdle, preserving official and authentic copies of all the records, table by table, proving González Urrutia's election.
The National Armed Forces also have inescapable duties. At this moment, Venezuela demands a National Armed Forces that is "essentially professional, apolitical, organized by the State to guarantee the independence and sovereignty of the Nation (...) serving exclusively the Nation and never any person or political faction" (Art. 328).
The Supreme Court of Justice, in turn, has the constitutional obligation to remain independent (Art. 254). The Electoral Chamber is not competent to scrutinize votes, even if it is instigated by Nicolás Maduro. To do so is to usurp the functions of the National Electoral Council. Therefore, the ruling that sought to certify Nicolás Maduro’s fraud is ineffective and void. The judges who issued it violate voters' rights and incur criminal liability.
Second, respect for the human rights enshrined in the National Constitution. After July 28, the Venezuelan State scandalously escalated its repression. The National Armed Forces, security forces, and paramilitary groups associated with the regime are executing a policy of terror intended to silence the voice of an entire country.
Human rights organizations have recorded over 1,800 detainees, including women, adolescents, and children, as well as at least 25 deaths. We must mention the persecution against Edmundo González Urrutia, María Corina Machado, and other political and social leaders who are either persecuted or behind bars. Fighting for democracy is not a crime. We strongly condemn these practices that violate the Constitution and threaten the lives of Venezuelans.
We demand the release of all political prisoners and express solidarity with their families' pain. We call on the international community, democratic states, and human rights organizations to closely monitor these events and bring them to light in the appropriate forums. We assert with deep human and political conviction that fear will not suppress or twist the democratic conscience that lives, grows, and expands in the soul of the Nation.
Finally, we urge all Venezuelans to zealously guard the civic spirit expressed on July 28 and call for peaceful and constitutional protest to continue firmly. The path to democracy requires the broadest unity of all political, social, and cultural sectors in the country. Recognition of the will expressed on July 28 could open the door to negotiations that will allow progress in reinstitutionalizing the country and toward the peace we so long for.
With our victory in hand and holding fast to the Constitution, we will reclaim freedom to drive an orderly and consensual transition aimed at reversing poverty, reducing the vast gap of inequalities, overcoming the collapse of all public services, democratically rebuilding society and institutions, and reuniting the Venezuelan family torn apart by the diaspora.
